Mostly to allow a few hundred megabytes to be shaved off the NixOS installation
CD.  (It was particularly bad on x86_64-linux, where we also need a 32-bit
Glibc.  So we got two copies of the locales.)

BTW, on non-NixOS systems you don't have to install glibcLocales; you can just
set $LOCALE_ARCHIVES to /usr/lib/locale/locale-archive.
