[Nix-dev] Lwn artikle

Hello,

I hope this is the right place to ask, so please point me to the right
one if its not.
The commentator 'Duncan' to the arikle at http://lwn.net/Articles/337677/
compares NixOS with Gentoo and complains about NixOS not having the
opportunity of customized build time optimisations like Gentoo's
'make.conf.'. 
Is such a thing possible in NixOS, e.g. by modifying/overwriting 
the stdenv expression which most other expressions depend on, or not?
