[Nix-dev] Policy on -fPIC and static libraries

All I know is that I've hit this -fPIC problem only on x86_64 packages
more than once. The most recent was the portmap daemon.
So probably enabling it always on x86_64 could be enough.
Someone else will have more expertise though..
