[Nix-dev] pkgs/lib out of nixpkgs

I'm fine with either way.

Can you explain in which way your life gets easier when creating a new
repository only containing lib?

Probably you can't just think about the one lib.
It contains different modules.
One of those modules is tight to nixos, right?
So maybe we should just move that module into nixos?
I haven't looked at all commits though.
