This is how I made kde screen locking work:
    security.setuidOwners = singleton
      { program = "kcheckpass";
        source = "${pkgs.kde4.kdebase_workspace}/lib/kde4/libexec/kcheckpass";
        owner = "root";
        group = "root";
        setuid = true;
      };

I assume this is a similar case.
