That's clearly a broken tarball link. You can hot-fix by getting from 
another source first, like nix-prefetch-url 
http://pkgs.fedoraproject.org/repo/pkgs/python-novaclient/python-novaclient-2012.1.tar.gz/f654bce125e0fc4010448cc2701cdb42/python-novaclient-2012.1.tar.gz

But the real solution is to update the package ;-)
