Try

  packageOverrides = pkgs: rec {
    qutebrowser = pkgs.qutebrowser.overrideDerivation (oldAttrs: rec {
      nativeBuildInputs = oldAttrs.nativeBuildInputs ++ [
        pkgs.qt5.qtwebengine
      ];
    });
  };
