I'd propose

--target-load or --max-load

Reasons:

Load is used by what top / htop cat /proc/loadavg displays.
That's what we want. We want to load the CPU (whatever that is).
In the end we don't even care whether this load is caused by one build
job or by processes run by a job script. We want to utilize the CPU.
So I think "load" is perfect and doesn't correspond to hardware items,
does it?
